make -f misc/GNUmakefile release

the required tools:
*) xsltproc to build CHANGES,
*) xslscript.pl ( https://github.com/nginx/xslscript ) to build XSLTs
   from XSLScript sources.

the required tool:
*) netpbm to create Win32 icons from xpm sources.
